How do I use my cell phones bluetooth to access the internet from my laptop?

I want to be able to access the internet from my laptop using my cell phone. I have a bluetooth usb connection that I use for my printer and was really looking for a list of free dial up providers.

the software that came with the usb blue tooth dongle should have an option to make data and fax calls. Gonna have to go to the manual on this one (can’t research with out a make and model).
